We are talking about the tender for the overhaul of the fire-fighting water supply network, performed in 2024. During the investigation, it was established that ELITE-BUD 2 PC and an Individual Entrepreneur coordinated their actions participating in the tender, which led to a distortion of competition.

The violation was revealed due to the work of the Economic Security Department of Ukrnafta and the timely submission of a corresponding motion to the AMCU.

The Anti-Monopoly Committee confirmed the fact of collusion between the bidders in this tender of JSC "Ukrnafta" and made a balanced and fair decision.

Thus, according to the resolution of the AMCU dated 30 October 2025, ELITE-BUD 2 PC was fined UAH 318,142.

Moreover, according to the Law of Ukraine "On Public Procurement", ELITE-BUD 2 PC has lost the right to participate in public procurement for three years.

JSC "Ukrnafta" continues thorough monitoring of purchases and will apply to the AMCU with relevant statements regarding violations of the law on the protection of economic competition if they are detected.
