On June 13, 2023, pursuant to the Government's order No. 454-p as of May 23, 2023, PJSC "Ukrnafta" and the National Asset Recovery and Management Agency entered into an agreement on the corporate rights management of PrJSC MC "Ukrnaftoburinnya".
 
PrJSC MC "Ukrnaftoburinnya" was producing hydrocarbons at the Sakhalin field in Kharkiv region, but the special permit for subsoil use was revoked by the resolution of the Sixth Administrative Court of Appeal.

Despite the fact that this resolution jeopardized the state's energy security and is already leading to budgetary losses, the company's cassation appeal was denied.

The management agreement stipulates that the state budget, represented by ARMA, receives 90% of the net profit of PrJSC MC "Ukrnaftoburinnya".

The revocation of the special permit, which led to the suspension of production since December 2023, has resulted in the state losing about UAH 10 billion in taxes and dividends and almost 500 million cubic meters of natural gas annually.

In addition, the suspension of production at the Sakhalin field could lead to a gas supply interruption for the citizens of Kharkiv region in the event of a full-scale war.

In light of this, PJSC "Ukrnafta", ARMA and PrJSC MC "Ukrnaftoburinnya" call on the National Security and Defense Council and members of the Ukrainian Parliament to legislate to allow issuing a special permit for work at the Sakhalin field without holding an auction — on the basis of a management agreement concluded with the National Agency.

"This constructive and socially beneficial decision will ensure the interests of the state and guarantee the state budget revenues of about UAH 10 billion annually," said Sergii Koretskyi, CEO at UKRNAFTA. "Ukrnafta asks the National Security and Defense Council and members of parliament to facilitate a resolution that will support Ukraine's defense capability and ensure budget revenues and uninterrupted operation of the fields."
